Non-EU students
International students with a non-EU citizenship have the possibility to pay the tuition fee based on the Flat Rate, without the submission of any financial documents.
The Flat Rate is set on the basis of the student’s citizenship and area of study, according to three brackets. It ranges from €400 to €4.500 per year.
In case of double non-EU citizenship, the one used for entering Italy prevails.
The Flat Rate bracket in which the student falls is identified at the time of matriculation and remains unchanged for a number of years equal to the normal duration of the study program plus one year.

Non-EU students also have the possibility to pay the tuition fee adjusted to their family’s economic situation.
This option is mandatory in the following cases:
- You are going to apply for EDiSU benefits;
- You have also a EU citizenship, which prevails over the non-EU one.
STUDENTS FROM PARTICULARLY POOR COUNTRIES
A Ministerial Decree annually defines the list of “Particularly poor countries”.
The economic situation assessment of students coming from these countries is carried out on the basis of the documentation required by art.13 of the Prime Minister's Decree of 9 April 2001, nr. 5: the student must submit a statement issued by the Italian representation in the country of origin certifying that the student does not belong to a family known to be of high income and high social standing.
STATELESS STUDENTS OR POLITICAL REFUGEES
According to the provisions of Art. 13 of the Prime Minister's Decree of 9 April 2001 students in possession of a valid residence permit for political asylum or statelessness are treated in the same way as Italian citizens.
The same rule applies to students in possession of a residence permit issued for Asylum, Humanitarian Asylum, International Protection and Regional Protection (Ukraine).
For the assessment of their economic situation, these students do not have to submit any statements issued by the Italian representation in their country of origin, since only incomes and assets held in Italy are taken into account.
If the student resides alone in Italy and he/she hasn't the requirements to be considered independent, he/she has to submit the ISEE ordinario 2025, from the 2nd June within the 23rd October 2025, via Direct Line.
